About Us

CMPA’s sole purpose is to represent and protect California mobile home park owners by supporting legislation that benefits park ownership and the park residents and by opposing new laws and legislation passed at the State level that will detrimentally impact the property rights of manufactured housing community housing providers and the lifestyle of mobilehome owners.

In 1988, park owners believed there needed to be an increase in representation in Sacramento, and the California Mobilehome Park Owners Alliance (CMPA) was formed.  Prior to CMPA’s incorporation there was only one association representing the interest of the State’s over 5,000 parks.  For a modest investment by California park owners, CMPA doubled the representation and made a much stronger commitment to focus on preventing harmful statewide legislation like rent control.

CMPA’s doubling of representation and lobbying for park owners for almost four decades has paid off.  CMPA and the Western Manufactured Housing Communities Association (WMA) both have highly professional and skilled lobbyists who work together to oppose bad legislation and to educate legislators about the manufactured housing industry.

In 1996, CMPA spearheaded and qualified a statewide ballot measure, Proposition 199, that would have phased out mobile home rent control statewide while requiring park owners to provide rent subsidies for low-income park residents.  It was a bold move that demonstrated CMPA’s true purpose and focus to preserve mobile home parks while helping those in need. CMPA has successfully sponsored and supported legislation to benefit park owners and park residents including:

  • The exemption of second homes from local rent control ordinances.
  • CMPA has successfully defeated hundreds of harmful industry bills including:
    • Statewide Mobile Home Rent Control (AB 2778, 2024)
    • First Right of Refusal (AB 2539-2024, SB 749-2025)
    • Emergency Preparedness (AB 2022-2024, AB 925-2025)
